MNRE Tightens PM Surya Ghar Rules to Stop Fake Solar Module Entries

The Ministry of New and Renewable Energy has introduced stricter compliance rules under the PM Surya Ghar: Muft Bijli Yojana to improve transparency and prevent misuse in rooftop solar installations.

Under the new rules, vendors will no longer be allowed to submit legal undertakings in cases where solar module or inverter serial numbers are repeated. The revised system will apply to all fresh applications submitted after May 26, 2026.

Why MNRE Changed the Rules

The government found that some vendors were entering incorrect or duplicate serial numbers for solar modules and inverters on the National Portal. In some cases, this happened by mistake, while in others it was suspected to be intentional.

Earlier, vendors could fix these issues by submitting an undertaking. But now, the ministry has decided to completely remove this option for new applications to strengthen verification and stop fake or mismatched entries.

DCR Verification Now Linked With National Portal

The National Institute of Solar Energy operates a DCR verification portal to track domestically manufactured solar cells and modules used in government solar schemes.

MNRE has now integrated this DCR portal with the PM Surya Ghar National Portal.

Under the updated process:

  • Vendors must enter a 16-digit DCR certificate number
  • The portal will automatically fetch:
    • Solar module serial numbers
    • Module capacity details
    • Consumer allocation data
  • Manual entry of solar module serial numbers will no longer be required

This step is expected to improve traceability and ensure that only approved domestic solar modules are used under subsidy schemes.

Mandatory B2C DCR Certificates

All vendors registered on the National Portal must now generate B2C DCR certificates for customers through the DCR portal.

The certificate will become the main verification document for rooftop solar installations under the scheme.

Inverter Serial Numbers Still Manual

While module details will now be auto-fetched from the DCR portal, inverter serial numbers will continue to be entered manually by vendors.

Impact on Rooftop Solar Industry

Industry experts believe the new system will:

  • Reduce fake or duplicate module entries
  • Improve subsidy transparency
  • Strengthen DCR compliance
  • Increase trust in rooftop solar installations
  • Create better tracking of Indian-made solar equipment

The move is part of the government’s broader effort to tighten monitoring under schemes like:

  • PM Surya Ghar Yojana
  • CPSU Scheme Phase-II
  • PM-KUSUM

With stricter digital verification now in place, rooftop solar vendors will need to follow more accurate documentation and compliance practices going forward.
